Status of Compliance with Requirements

The content listed below is not barrier-free for the following reasons:

a) Incompatibility with Accessibility Regulations

Some images used are missing alternative text, making this information inaccessible to screen reader users. Thus, WCAG success criterion 1.1.1 (Non-text Content) is not met. We plan to continuously complete these missing captions.

Due to the interface connection to external partners, we cannot fully optimize various information (e.g., for products or map services) for accessibility.

After an internal review in December 2024, the website does not comply with WCAG 2.2 in the following points: Heading structure is only partially unsuitable, tables are partially not optimally implemented, error messages in some externally embedded forms are sometimes insufficient.

b) Content not falling within the scope of the applicable legal provisions

Some, predominantly older, PDF and Office documents are not accessible. For example, older PDF documents are not tagged, meaning they cannot be read or used by screen reader users, or only inadequately. Thus, WCAG success criterion 4.1.2 (Name, Role, Value) is not met.

For older, non-accessible documents that are still exempt from Directive (EU) 2016/2102, no comprehensive changes are currently planned. Please let us know if you experience difficulties with specific documents. We will prepare the content in an accessible format upon request and subsequently replace the documents or supplement them with accessible alternatives. For new documents, we strive to prepare them in an accessible way in accordance with WCAG 2.2 and PDF/UA before publication. Publication of non-accessible documents, such as print versions, will be marked as such.

If the complaint is justified, the Ombudsman will issue recommendations for action to the state or the affected legal entities and propose measures to remedy the existing deficiencies.
